For example, gun shot detection is critical in one city, while automatic license plate recognition may be more useful in another jurisdiction. Some cities prefer cameras tuned for HD with full color manned by dispatch, while others may need to push full-motion, HD video to dozens of officers, perhaps including many from different jurisdictions using different devices – while ensuring all have the pieces critical to their element of the overall situation.
The fact is, when monitors can see what’s going on, they can understand what is going on and prioritize response, intervene via the spoken word, or dismiss illegitimate calls.
For example, a company that would ultimately become a customer had a pivotal situation whereby their secure facility, which had a perimeter gate, had an incident. The security guard monitoring the banks notified the nearest patrol guard to investigate.
The monitor couldn’t tell what he had seen as the resolution wasn’t strong, he couldn’t follow the situation and couldn’t relate much to the patrol guard. Nothing was found. The quality of the tape imagery lent credence to the opposite interpretations; one was that it was a man putting on his trench coat in the wind, the other being that someone had a trash bag thrown over their head and was taken forcibly. Access card-reader technology and manager-level inquiries revealed that no employees were missing.
That the safety of company personnel and the security posture of the company were at the mercy of outdated technology was unacceptable. That an unobstructed picture could yield so little information was likewise disconcerting.
Old-school surveillance proved to be of limited value. Think grainy, black and white shots of bank robbers that could have been anyone. Closed Circuit TV (CCTV) relied on stationary cameras pointing to fixed locations. Security personnel traditionally manned viewing stations where banks of monitors displayed each camera feed. If the viewer spotted an incident, a call would be placed to an emergency response team. But by the time the response team arrived, the incident was often over and the individuals responsible were long gone.
No longer does an individual passively observe a bank of monitors – they are now operating out of a command center participating as an active member of the security team. Pan-tilt-zoom cameras are controlled remotely by these command center operators, turning there role into active and real-time security professionals. Incidents can now be viewed at many angles and perpetrators can be identified and followed – and ultimately caught.
